　　According to the Regulations of Hebei Province on the Prevention and Control of Environmental Pollution by Solid Wastes, to scientifically plan the utilization and disposal of hazardous waste pollution prevention and control work in our province during the "13th Five-Year Plan" period, promote the rational allocation and upgrading of hazardous waste utilization and disposal facilities, and promote the improvement of hazardous waste environmental management. To improve quality and efficiency, and effectively control the environmental safety risks of the utilization and disposal of hazardous wastes, our department has formulated the "Thirteenth Five-Year Plan for the Utilization and Disposal of Hazardous Waste Pollution Prevention Plan in Hebei Province" (hereinafter referred to as the "Plan"), which is now issued to you, please be careful Complied. Specific requirements are as follows:

　　One, earnestly implement the plan

　　Each city shall follow the relevant principles of the "Plan", rationally allocate and utilize the scale and layout of disposal facilities, and give priority to solving the transformation and upgrading of existing hazardous waste management units, eliminating backwardness, optimizing the layout, filling in gaps, etc.; focusing on supporting large scale, advanced technology and application, and disposal Newly-built hazardous waste utilization and disposal enterprises with many types of hazardous waste and reasonable regional layout. Projects that are not included in the "Plan" project library (except for medical waste utilization and disposal and hazardous waste collection projects), in principle, will not be approved during the "13th Five-Year Plan" period. For projects that exceed the scale of control, environmental protection departments at all levels shall not accept environmental assessment and issue business licenses. Each city shall formulate and implement the "Plan" implementation plan, and report to the Provincial Environmental Protection Department for the record before September 15, 2016.

　　2. Strengthen environmental supervision

　　Cities should take the implementation of the "Plan" as an opportunity to plan for the environmental management of hazardous waste during the 13th Five-Year Plan period in their jurisdiction, implement various environmental management systems for hazardous waste, and carry out standardized management of hazardous waste. In accordance with the "Notice on Several Measures to Strengthen the Supervision of Hazardous Wastes" (Jihuanfang [2016] No. 159), the environmental supervision of hazardous waste business units, waste production units and transboundary transfers should be strengthened. In accordance with the requirements of the "Hebei Province Hazardous Waste Transfer Approval Procedures" (Jihuanbanfa [2016] No. 206), the daily supervision duties of the territories should be effectively performed, and enterprises should be supervised to regulate the implementation of the hazardous waste transfer joint single system, and formulate the hazardous waste transfer system in the jurisdiction. The management procedures for the cross-border transfer of waste shall be reported to the Provincial Environmental Protection Department for record before September 15, 2016. It is necessary to establish and improve a long-term joint supervision mechanism for information sharing and coordination of environmental protection, transportation, public security and other departments, and severely crack down on illegal and criminal activities of illegal dumping and disposal of hazardous waste that pollute the environment.

　　3. Strengthen technological support

　　During the "13th Five-Year Plan" period, making full use of management methods such as informatization is one of the key tasks of the "Plan". In accordance with the unified deployment of the Ministry of Environmental Protection and the Provincial Environmental Protection Department, each city shall establish and improve a solid waste management information system, and gradually realize the registration and registration of hazardous waste. Management plan filing, transfer online report, electronic transfer form, business unit business record, daily management and other information management, gradually realize the whole process information management of hazardous waste. It is necessary to actively integrate social scientific research resources, promote research on key common technologies for the harmless treatment of hazardous wastes that are generated in large quantities and difficult to dispose of in the region, and pilot a batch of low-cost and effective applicable technologies.

　　4. Strict accountability

　　Cities should establish and improve solid waste management institutions, clarify the division of responsibilities of relevant units and personnel, allocate sufficient management and technical forces to engage in solid waste management, and make the prevention and control of hazardous waste pollution a priority year by year. It is necessary to do a good job in the publicity and education of clean and honest administration and lawful administration, and effectively prevent the occurrence of duty crimes involving hazardous waste. Hazardous waste management should be included in the local government's pollution prevention and control responsibility letter as a binding assessment index. If poor work or inadequate measures lead to major environmental safety incidents or illegal dumping of hazardous waste, relevant personnel must be held accountable.
